Lil bit confused about the Role of IGOs towards a specific issue, especially when it's overlapping with the member states' interest and agenda. For instance: the Role of UNHCR towards refugees Crisis.Here, basically UNHCR is following the UN convention, however UNHCR seems not playing its role due to member states' own interests. Well, actually it does. The problem is that the UN is not efficient whatsoever due to the reasons given by you. Yet, it does provide help. On the http://www.unhcr.org/cgi-bin/texis/vtx/home you will find a lot of stats and specific data.
From a realist perspective one could write:
- IOs or IGOs are either a power player themselves. And/or the governments ignore or at least modify the words/guidelines of the IGO-treaties, when they aren't in their interests. Especially (from a realist perspective) their vital power and security interests.
This is a rough description but I think it has (at least as one explanation on the explanation level) heuristic existence as referential attachability (or even connectability).
UNHCR is mandated to look after refugees wherever they are, that has to be in coordination with the particular state in which they are. The U.N. is the overall umbrella under which UNHCR functions, moreover the UN informs the activities of UNHCR and renders it legitimate. Currently in Sudan UNHCR could not function to cater for South Sudanese refugees when and only when Sudan as a member state of the U.N. consented and accepted to offer South Sudanese the status of refuge. The U.N. is not directly involved, however UNHCR is one of it`s specialized agencies.
