For example, when the instrument has been logically validated by some experts about its content validity, and then the instrument will be empirically validated (e.g. scale item validity) to several respondents, should the researchers determine the population of specific groups of people (e.g., in certain district) and concern about the sampling method? Or the instrument could be randomly distributed to anyone without paying attention to specific population?

If the instrument is valid empirically concerning about the population to which the instrument is distributed, could the researcher claim that the instrument is valid in that population and maybe the instrument is not valid in other population?
