It has been my experience that not allowing a middle option often frustrates and sometimes angers respondents. There are situations where respondents truly do not fall on one side or the other of the issue. Thus, I tend to use an odd-numbered scale. In the few instances where I do use an even-numbered scale, I will usually add (No Opinion) at the end of the scale to give respondents an out.
