It really depends on why the student can’t learn, is it just a temporary difficulty, frustration, lack of motivation? Or is it a physical condition? In the latter case you might need help of a neurophysiologist.
Is this a rhetorical question, or are you experiencing difficulties with a student? What do you mean by 'can't'? Is it a physical / cognitive impairment and you are looking for psychological supports? Or, are they having trouble achieving learning objectives? Sorry to ask so many questions, but as others have stated, I think we would need more context to be able to answer.
Has this person ever been tested? Given an I.Q. test? Any achievement tests? Vision or hearing screening? Expressive or receptive language test? Any history of head injury ? Illness- medical ? Health issues? Family issues...lots of things to consider.
If it’s a person with gentic condition: I addressed a downs child inability to pick up numbers. took up Strips of paper one Cms wide and 60 Cms long. Stuck several of the on an old magazine and continuously repeated 1 times table and did a one-one weave. Then a two times table. in one year the child learnt up to 5 times only. the take away was the child could weave mats with pattern and multiply small numbers.
if you are talking about people who do not have any genetic conditions then,
any experiential activity engages a learner but do not tell then they are ‘studying’ As some people have fear of learning
so discovery based learning activities are best
i am writing from my experience only ..... I go a step further to design intermediaries to address learning issues ..... in older children I make then create intermediaries.
Evy student can learn but those with intellectual deficiency, those with autism, those with a head injury or brain trauma or even brain cancer might have more difficulty with learning than others., You are assuming and or presuming that all students do not have any genetic difference ( Down's Syndrome or 16qd or some other genetic syndrome)
Sure- some can learn social skills, some can learn motor skills, some can learn Activities of Daily Living, some can learn functional academics and some can learn communication skills and some can learn skills in a one to one situation and some can learn fine motor skills. Some can learn with positive reinforcement. Some can even learn thru observation.
Please check what your students like and what they do not like ?It is a fact that every student is unique and they like at least one subject.If students are not engaged properly they do not learn.Some teachers only teach without knowing whether the child is learning or not.We must create the environment in the class so that learning can be meaningful.
First of all you have to tell them what you will learn from today's lecture and how it will be important for your further life.Then correlate the concept with daily life examples.
There is no such thing as a student not being able to learn. All students can learn, as a teacher of many years, I would say it is your approach that you are taking, that is just not reaching that student. I use various teaching methods from visuals, kinesthetic and auditory methods. So videos, hands on projects and lectures from myself as well as peer teaching.
It's a major problem with the young's of present. The major cause is NOT taking interest of Parents in their children education at home.
The parents who involve themselves in the education of children at home, their children show good performance at school. Research proposes that those parents who have involved in their kids learning process, their children shows good performance like better grades, improved attendance and higher qualification rates.
That may be true for some but not the majority, parent involvement is nice but at the end of the day, we educators are the experts and it is our job to reach every student and meet them where they are.
It is very interesting question and many factors are contributed for this situation which need to be investigated. The problem with person to person may varies depends on the situation. I have come across this sort of experience with this sort of students.

There is no such thing that a student can't learn,is a matter of the teacher focusing on identifying and studying learning methods to better,understand how people absorb,retain new information.
Hi Akua, that is the reason that in the Nethetlands there are schools for special needs. There is a difference between a student who can’t hear or see and a student with behavior problems of a low IQ.
I must agree with the many responses that indicate that there is no such thing as a student who cannot learn. The student may not have an interest in what you are trying to teach. That is the student may not want to learn. However, the most basic stimulus – response training is a form of learning and any capable ‘being’ learns very quickly not to put their fingers to close to the flame. All students can learn. There may be a student who struggles or is having difficulty learning in the manner in which the material is being taught. There may be a student who has greater difficulty grasping a concept within the time-frame of the teaching-learning setting. That is, some students just need more time to get it. Students have different learning styles. There may be a student who is a stronger learner of language and a weaker learner of science, technology and mathematics or vice-versa. There may also be a student who may have a physical or perceptual challenge that increases their risk of poor outcomes in a traditional learning environment. Keep in mind, every student (no matter the age) can learn.
My daughter had serious learning difficulties in school, compounded by teachers lack of understanding. Parental love & encouragement helped. Counselling had issues, as the psychologist was trying to create a blame game. Please go only to the right professionals, else could cause more harm than good.
