1) for greenhouse gases, in the framework of the UNFCCC (UN Convention on Climate Change), the IPCC 2006 Guidelines http://www.ipcc-nggip.iges.or.jp/public/2006gl/ for international EFs but they report national references too;
2) regarding air pollutants, you can see the EMEP guidebook http://www.eea.europa.eu/publications/emep-eea-guidebook-2016, similarly to IPCC guidelines (CLRTAP - Convention on Long-range Transboundary Air Pollution );
