HI! the most comprehensive sources for national emission inventories are:
1) for greenhouse gases, in the framework of the UNFCCC (UN Convention on Climate Change), the IPCC 2006 Guidelines http://www.ipcc-nggip.iges.or.jp/public/2006gl/ for international EFs but they report national references too;
2) regarding air pollutants, you can see the EMEP guidebook http://www.eea.europa.eu/publications/emep-eea-guidebook-2016, similarly to IPCC guidelines (CLRTAP - Convention on Long-range Transboundary Air Pollution );
3) if the country you are interested in makes an emission inventory in the framework of these conventions you can find the national inventory report for GHG http://unfccc.int/national_reports/annex_i_ghg_inventories/national_inventories_submissions/items/9492.php or the informative inventory report for air pollutants http://www.ceip.at/ms/ceip_home1/ceip_home/status_reporting/2016_submissions/
