What makes the conductors of this project hooe to find the answer for this problem in frequency analysis of sound wave?

Research results in musical and speech acoustics and perception published by Moore, et al. show beyond any scientific doubt that neither musical pitch, much less speech, are determined by frequency (or spectral structure) of sound wave. Could this project be one of those adventures into established scientific blind-alleys?
