Partial hanging is the hanging inwhich the feet touch the ground or any underlying objects so we consider this as a suicidal case as weight of head is enough to cause death. But in these scenario, normal public considered it as homicide stating that death cannot occur by hanging with feet touching the underlying object.
As we all know that partial hanging can be possible in different positions such as the toes or feet touching the ground or the person is in a sitting, kneeling, lying down, prone or any other posture with only head and chest off the ground and the constricting force being the weight of the head.
The manner of death in partial hanging is almost always suicidal.
But in such scenario, if the public considers it as homicidal --- stating that death cannot occur by hanging with feet touching the underlying object, then they need to be made clear that --- as there are no any struggle marks, the victim could have simply stood up on his/her feet so as to release the pressure on neck. Additionally it must be made clear to them that the victim had not ingested any sedative/hypnotic or any other poison (from toxicological analysis) which may render him/her helpless so as to not save himself/herself.
In partial hanging with no struggle mark, you must look for circumstantial evidence whether room is locked inside, hanging material used, any suicide letter and then comment on manner of death.

you must ask to I.O to give spot panchnama, case diary, statements then opine on manner of death. if you ask to I.O in writing he will provide you all these details.
I totally agree with Dr. Karn, but we have to remember that almost all studies were in agreement that a rapid loss of consciousness was observed between 13–18 sec. more or less.
So perhaps, the victim can´t repent because is unconscious.

I think there are various definition of "suicide" from the study of psychology and sociology perspectives. Some emphasis are on elements like "intention", "self-inflicted", "knowledge of one's results will end in death", etc. However from the criminology side, I suppose they will look for any sign of foul play. On the legal side, I suppose it depends on the country legal and cultural context - some may just put it legally as "sudden death". Suicide refers generally to "self-kill". I would think homicide has the general connotation another party is involved?
