In the era of open access publication and the emergence of a huge number of journals that barely follow publishing ethics (no peer review/pay and publish). It becomes necessary that all journals must be screened by an authority based on editorial/reviewer board/scientific content and other criteria.
I have noted some online journals publishing >150 papers quarterly.
I am the review-er of many Current Contents journals. The problem that I see is that if the reviewers have comments which are not addressed in the revision and the manuscript is rejected how can the same unchanged manuscript be published in another journal. it is not the problem of the topic itself, rather the methodology or something else
How about journals that do not necessarily review the submissions. I have had experiences with 2-3 journals that just accept your paper and ask for a fee almost in 1 week. the have no limit on number of papers that they publish in each issue
Journals have to have reviewing process to be indexed in important databases.
Publishing without reviewing is not medicine but ECONOMY. In these journals only FEE is important and not the scientific value. I have personal experience of one other problem. I am from a small country and in some important journals my manuscripts are rejected while similar even with lower quality are accepted. This is not the primary topic here but is closely related.
Maybe one of the models could be that the journals are shut down after let's say 5 years without getting an impact factor. The problem with such journals without reviewing process and open access is that these journals with low scientific value cite other articles that are open access from similarly low scientific value journals. And in that way are increasing its impact factor.

If grading of scientific journals is a issue then who will grade/what will be the criteria of good journals/ which journals are of high scientific value -many issues like these will come forward. So it is better to leave the issue and to allow it to go as usual.
