Very good question sir, for limited infrastructure in developing country this one can be solution to this problem as radio frequency is easier to implement rather than tv or lack of internet bandwidth and infrastructure.
But disadvantages is its only in form of audio, for audio type of learner how about for kinestetic and visual learner, they need interactivity and video for learning?

I spent my two first years of teaching in a rural school where development will take more than two years to reach the area so IRI was the only way we could survive and very interesting for learners not only listening to the teachers's voice. It also worked wonders for learners to be attentive in listening to the information. I can still recommend it for schools in deep rural areas.
Rolando, professor Edimilson Siqueira of University of Brasília, Brazil has developped a participatory methodology for radio emissions and receptions. Edi was a student of André Morin at the Université de Montréal and both have a strong methodological means of assessing and perhaps resolving the question you raised. The only challenge with the Interactive Radio Instruction is that it is for only audio type of learners and it neglects the other types like kinesthetic and visual learners in the same classroom but it works wonder especially for students in the Higher Institutions.
Blanche, audio and visual learning candidates do have the privillege of having two chanels into their cognitive spectra. In my opinion it has a oneup insofar as media. Radio teaching and learning could reach further geo spaces than we may even think. Have you heard of learning experiences in remote Australia? You will be amazed when you hear of non-academic delivery in the Amazonian Basin (thrice as large as that of Australian planes, perhaps) . . . Unfortunately so far that I may know of, and perhaps I am wrong, only very punctual information is delivered by radio in this environment where the rivers are the roads . . .

Some experiments I have heard of in Austrália date back from the 60's and 70's. About Amazonian radio it is a well known fact in the área; since I am only peripherally in communication I could not start finding them articles that, further, will be in Brazilian Portuguese, perhaps quite beyond your reach.

Also, how does the teacher evaluates the learners during and after the lesson/instruction?
