Everyones writing style and ideas may be slightly different, and who but local ideas can address the individual problems and encourage change without offense. Here are a few thoughts, some might be helpful, some not.
Personally, I would also like to see more connection to individual response to awareness, recognizing there are impacts (such as use and improper disposal of plastics, wastes, etc.), educate our children and grandchildren, as well as ourselves. Sometimes children are taught new concepts, and they bring them home to share with parents. The green information is best when it makes sense.
There may be some need for rules, regulations, or taxes to compensate for non or anti-green activities. At first, no one likes rules or taxes, but eventually they may become more acceptable green activities and just become part of life. And perhaps better liked are tax credits or other supports that make green activities easier to implement at the industry, company, community, local or individual level.
Green, environmental and sustainable management does not necessarily mean the same to everyone, and some cultures, regions, peoples and individuals have a more green attitude than others. It may be best to avoid making a green list for implementation, and select improvements to implement that best suits the situation.
There needs to be credits or awards for new green efficiency designs, or studies presented in how green communities can improve life, health, ecological sustainability, etc. This will be very encouraging to some, and I would expect that a portion could care less, and have no interest. I remember to control littering when I was young, they had education of how littering was bad or not cool, but there were also littering fines developed for the hard core offenders. One size or cookbook will probably not fit every situation.

Dear Adam, It depends if people are ready for changes. You can have perfect legislation with no effect in practice. My country is very good example of lost chances in everything and in green technologies as well.
Moreover one should remember the Libih-Shelford principle: always exist the only one limiting factor. So, let us suppose that society is ready and legislation is high standard. Can start ? Try. You forgot land. Eg. in Ukraine if you have certificate of land owning it doesn't mean that you can dispose it! Several types of land cannot be sold. As well try to change type of land orientation from agricultural use to energetic, especially inside inhabited areas. I'm trying now to change my land that I bought last year with the house - empty for 20 years. I cannot move during three month this simple question that block my investment for solar station. NO ANY HELP FROM STATE administration. May be bribing? In some cases possible. But not this one. This is small business of the middle class. Therefore nobody is interested to make normal mechanism of land changing. If large firm better with owner in Parliament, so yes. As well for the President is better to obtain political profit when speculating on theme of religion or language. Oh, and ARMY.
Thus, green management can be developed in wealthy countries or regions like a minimum! To see right model try to visit Southern Tirol in Northern Italy. They are not asking question if built Hydro-power stations (the procedure of only agreements in Ukraine will cost you more than a year). But where to built if they have more than 1 thousand modern stations over 7000 sq. km of the Province.

Should have appropriate model of economy to start environmental projects and programs and to have investments.
