Recently I have read an article about social capital an it relationship with health status. I think I found a mistake in the methods that the author proposed. I sent a letter to the editor. But I wonder... Is a letter to editor considered a publication?

Letter to the Editor is also considered a formal publication if published. The format of a Letter should be followed with references normally restricted to below 5. Normally one figure or table is permitted. The main point is the Letter should be scientifically sound.
