University moral charter are the ethical and disciplinary rules and bodies/committees

It is the set of supreme ethical values that the University seeks to commit to fulfilling its mission. The Charter sets out the rules to be met in the conduct of University members, their assistants, administrators, assisting workers and students.

The academic ethics must be practiced in the university campus, and not written for readers, so the academic ethics need to build by the effort of generations of university members, and give the university its own character which disting​uished this university from others.

The moral charter of a university is to shape learners to function properly as full fledged members of the society. This implies that the study of ethics, accepted behavioral conduct must be espoused, aside from the scientific training that are offered students. The university community must exhibit traits that makes a perfect larger society. This underscores the main duty and role of the university- A classic mini society that is an exemplar of what the larger society should be in terms of high ethical and scientific progression.

Moral character, in general, refers to the person`s disposition to think and behave in an ethical way.

Accordingly, moral character is formed throughout the development of the individual living within a culture and tradition where moral and ethical values predominate.

Simultaneously with the development of personality, socialization and schooling, individuals develop their capacity for moral reasoning, in order to behave harmoniously and humanly among their peers, especially when there are disagreements or conflicts.

I share two publications that show the work that can be done in this field, both in the actions of teachers and in the training of students in universities.

De acuerdo, el carácter moral se va formando a lo largo del desarrollo del individuo que viven dentro de una cultura y tradición donde predominan los valores morales y éticos.

Simultáneamente al desarrollo de la personalidad, la socialización y escolarización, los individuos van desarrollando su capacidad de razonamiento moral, a fin de comportarse en forma armónica y humana entre sus semejantes, principalmente cuando hay desacuerdos o conflictos.

I would put in the preamble of any university moral charter values like scholarship, participation, and service (these three are especially stressed at my institution). I would also contain in the body of the charter a statement on academic honesty and integrity.
