What is the unit for mean gray value or gray value (stain intensity) in stained tissue quantified by Image J ?

Using Image J for histological analysis the area measured has its unit as percentage (%). What about the mean gray value or gray value?

Is it that the NIH approved software for histological analysis has no unit for gray value?
