Presume that by congestion you mean the dip in power system parameters due to overloading of the power infrastructure. This condition would be periodic and persists for a few minutes to some hours depending on the load patterns. Prolonged overloading is usually not advisable and most of the utilities would initiate Load shedding if such situation arise.

However, the situation is entirely different during a contingency/maintenance were a power infrastructure has been tripped or stopped. In this case, based on the contingency study, certain lines or transformers may be overloaded or congested for an extended period till the network is normalized. All the transformers, cables, lines etc. has an overloading criteria. You could refer to relevant IEC and OEM manuals for additional information on this.
