Do you mean dissolve or disperse? If the material is in dry form then there is little hope in dispersing it. See (registration required):

Kaushik Shandilya DMSO or DMF does not dissolve iron oxides. Concentrated HCl will dissolve iron oxide but this will give a solution and not particles.

I think that you mean disperse..for antibacterial tests the powders should be dispersed, so I think that water is the best disperdant. You should use ultrasonic probe to produce an homogeneous dispersion
