You can use the cohesive zone model for your system. You have to create each layer as a separate part and attach them together with cohesive elements. In ABAQUS, you have two options, one is surface based cohesive zone and second is cohesive element method.
In both cases you need traction-separation law for the damage initiation and propagation.
