I retired from the US Federal Govt, and because we were paid with public funds, getting to go to a conference was considered a privilege that discouraged missing sessions to go on a tour. But I can see that many cities would like the business, and there were a lot of tours during the sessions that I suppose were probably taken largely by university and other private sector folks. :-)
Funny story: The conferences I went to were mostly in statistics, many being at the annual Joint Statistical Meetings (of North America, the JSM). I heard that long ago, the JSM was once held at Las Vegas. After that the JSM was no longer welcome there. Apparently statisticians knew the odds and either did not participate in gambling, or did not make many foolish bets. If what I heard was true, that would bolster the claim that conferences are often very much about money. :-) However, for me, an opportunity to publish in a conference proceedings was useful, as I had little room in my schedule to deal with most journals.

Conferences' aims are supposed to be promoting and exhibiting knowledge in a specific area of science, gathers researchers, scholars and academicians for discussion and presentation of their findings and the list keeps going on.
However, generally speaking, nowadays conference are held to obtain money and just publish some work!

Dear Fateh. Not all conference has a scientific character. But the question made is about the role of a scientific conference not of a conference in general.
Apart from dinners, tourism, and mutual patting on the back, conferences are good channels for sharing ideas and get new inspirations, but when you attend many conferences, you easily get tired of them, so stop for a moment and then pick them up again.
Obviously, the main role of scientific conferences is the exchange of the knowledge in the scientific community. But also with it, it has created the brotherhood atmosphere and sometimes enjoying with travelling atmosphere. So, our main motto should focus on the scientific output in the conferences.

From scientific point of view, the conference should discuss the hot topics in the research area and take the advantages from the discussion with experts for future development and enhancement. Moreover, the conference is a good place for meeting experts and making communities. Furthermore, it is the memory of a nice scientific activities.
The main goal of scientific conferences is to gather a community of scientists in order to present their research & to receive feedback from such knowledgeable persons. They are expected, as scientists, to discuss the topics with their colleagues in a relaxed atmosphere.
In some cases, scholars of universities hold conferences to advertise for themselves & to become acquainted with other scholars in order to find opportunities for better jobs.
In some cases, also, the conferences will allow for a number of free meals & a chance for tourism (or what is called: mixing business with pleasure).

When I was doing the masters and PhD, I attended several conferences, presented some papers and published an article in a journal. That actually helped me to complete the programs of study within 5 years, while still teaching full time in a secondary school. It is definitely the case that international scientific conferences give participants the opportunity to meet other researchers, to begin new collaborations and establish new friendships as well as renew old friendships. The problem with this is the enormous expense, time and travel required for those of us travelling to a distant country. I myself prefer international workshops and seminars, where there is a small gathering of researchers who want to share ideas on a limited number of topics.
Well it depends on who is organizer of conference and also the type of the conferences.
It is a forum for exchange of not only ideas but also an opportunity for cross cultural experiences. It provides es a testing ground for our ideas and allows to see what others are doing in our domain of expertise.

I had the opportunity to attend a few technical workshops throughout the annual national conferences, and some were really a good learning experience.
Scientific conferences infact aim for all what you have mentioned like a complete package , including academics , tourism , meeting , business etc depending upon , where you come from . Whether you are an academician or researcher or a businessman/woman, you see such scientific conferences as an opportunity to link up on a mass scale . Scientific knowledge should be a kind of "social knowledge" and not a kind of atomic knowledge .Scientific conferences, are just the materialization of putting knowledge in its social environment. Sometimes I feel , in conferences, you act like a cultural ambassador of your country giving leadership to academics , besides getting to know the traditions and mannerisms across country or different provinces/states within the country, depending upon the organisational set up of the event .

I think scientific conferences has an important benefit for young researcher that anyone don't mentioned to it.
For example if I want to apply in graduated level, I believe I can find some professor in my field from other universities in the scientific conferences and I can speak to them and explain my idea. And maybe it can be more effective than the process of sending email and waiting for answer...

Tips for grad students to make the most of a scientific conference:
1) If you are a graduate student in the sciences, you should try to attend scientific conferences (or at least one).
2) Read ahead, e-mail ahead, and plan ahead to make sure you don’t miss anything at the conference you’re attending.
3) If your conference has concurrent sessions, it’s ok to move between rooms.
4) Prepare an “elevator speech”.
5) Don’t eat alone.
6) You should have business cards.
7) Don’t be afraid to approach senior/famous scientists.
8) Look for people who look like they don’t know anybody.
9) Have a twitter account.
10) Conferences can be affordable, but this requires that you plan ahead.
