In general, there are two benifits in using plant extracts in NP's preparation. First they act as reducing agents for the precusors used, and second they are substrates for NP's grow similar to the nucleation agents. My Regards

You rightly think that there is no reduction by the extract molecules here. Magnesium was both bivalent in the precursor and remained bivalent in the resulting oxide. Oxides cannot have plasmons on the surface, as in metal nanoparticles, since they have covalent bonds, and not metallic, as in metals.
