If there is a band gap with full valence band and empty conduction band and the band gap is large enough to prevent conductivity then we are more or less sure that if there are magnetic atoms and if the exchange interaction is strong enough we expect to have an ordered magnetic phase at low temperature. The magnetic properties of the material is expected to be governed by a simple Heisenberg type of Hamiltonian. If however the conduction band is partially filled, i.e. the material has metallic conductivity then the exchange interaction between the magnetic atoms may be quite complicated. The magnetism may be a band magnetism in the case of 3d/4d transition element. It may show Stoner type of excitation behavior and other itinerant properties typical of transition metals like Fe, Co, Ni etc. For rare earth magnetic atoms RKKY interaction may be dominant. But the point is (as Kai has already commented) there is hardly a direct correlation. But since existence of band gap gives rise to insulating behavior the magnetic properties become relatively simpler and Heisenberg type exchange Hamiltonian may possibly explain the observed magnetic properties. But if the sample has unfilled conduction band and metallic then simple Heisenberg model may fail altogether.
