The style of writing the authors varies. Follow the "Instructions to the Contributors' given in the periodical in which you will submit your MS.

Elsewhere the names of the authors are also given in capital letters.
Previously any of the 3-4 specific referencing styles we're followed by the journals. But now a day's many journals modified the old systems to some extent and made their own system of referencing.
But I have never encountered any article published in English language with topic name at first in last 25 years!
