What is the recommended formula to measure the quality strike in baseball?

We scored information pitch by pitch in Cuban Baseball League. We need to determine the quality strikes to evaluate and to forecast performance of pitchers, but there are many formulas and definitions about this. Can anyone tell us suggestions?
