Raw material was calcined at 1000oC and sintered at 1400oC. The calcined powder was existed at tetragonal and small amount of monoclinic phase. After sintering, the phase was changed to purely monoclinic phase with small tetragonal phase. What is the reason of this phase transition? Please suggest me related papers.
but theoretically it should be the opposite, don't know exactly, also the heat treatment (cooling) is very important.

tetragonal is stable at high temperature and monoclinic at low temperature. The exact transition temperature depends on the yttria content. you can easily find a phase diagram for Y2O3 - ZrO2.
assuming you have the correct amount of yttria, make sure that your cooling rate is not too slow to avoid tetragonal to monoclinic transformation during cooling.
