the quantum yield in water at pH 7.0 is 0.0049.
Details can be found in this work.
Recently , we measured the quantum yield of the formation of singlet oxygen upon excitation of bilirubin in chloroform (V. Yu. Plavskii, A.I.Tret’yakova, and G.R.Mostovnikova. Phototherapeutic systems for the treatment of hyperbilirubinemia of newborns. J. Opt. Technol. 81 (6), June 2014, P. 341-348). It turned out to be equal to 0.01. Unfortunately in the water this value is even lower and we could not determine it.
