Recently, Medical Council of India made a dicision to not accept the manuscripts published in a e journal for the promotion of faculties in the medical colleges of India. Is it a wise dicision? Is the research papers published in e journals are worse? Then what about the reputed journals including International Journal of Epidemiology [One of the Best Epidemiology Journal in the World] , PLOS ONE, Biomed Central Journals etc. ? This discussion will help to change the opinion of MCI or the researchers like me who believe there is no difference in quality. Journal quality depends only on the contends of the published manuscripts.

I think the impact factor is more important than whether it is hard or electronic one.
Nowadays every part of our life is electronic from the mail , tickets etc and this is the current. I do not think that it is wise decision to be against the current
It does not seem right to me to dismiss all online journals. As you pointed out, there are some quite good e-journals.
I also believe that there are good reasons for an organization like MCI to prefer publications in more accessible (e-)journals over less accessible (print) journals if the journals are at least of equal quality.
However, there is a sprawling amount of bad e-journals that make money of researchers who are eager to get something published and are willing to pay the journal for that. Those journals generally do nothing meaningful to vet the quality of the papers they publish. Furthermore, they spam email boxes of researchers. I think that it would be very good if those bad journals would disappear.
Regardless which style if the journal can publish your manuscript without reviewer's criticism, requiring the author take full responsibility about editing, publishing your manuscript within a few days (one of my experience was 2 days) of submission, asking you to pay a large amount of publishing fee (even you are invited by the publisher so that they can post their volume in one week), then it will not be a good journal to submit to. At this moment I will say most of researchers still believe in the impact factor of the journal as criteria.
Establishing of general criteria (as the impact factor) , which are applied to all journals, whether printed or electronic, will be a fair decision. Moreover, the article might be good one, even if published in low impact journal. I think that re-evaluation of such articles by a committee will resolve all the current issues.
When I chose a journal for a new medical manuscript, I'm looking first of all for journals with Impact Factor indexed in PubMed. It is excellent if the journal also is open access since this make that more people read our articles.
