The doctrine of check and balance in governance must prevail.  Branches of government must and should not encroach into their own exclusive jurisdictions under the law. The paramount importance of municipal law must at all times prevail on top of all laws. The constitution therefore is still the supreme law of the land which all laws must conform.

An economic impact analysis of a particular policy could highlight the following:

1. Surface hidden or less obvious costs or benefits arising from the application of a policy.

2. Ability to assess in a more structured way how the benefits or costs could be allocated to the affected parties.

3. Facilitate conversations around the soundness of a policy within a commonly understood framework.
