What is the process for getting a journal listed in the Scimago SJR Ranking system?

There are many small research journals that have no official impact rating. I would like to hear from scholars who have helped to build the impact of new journals regarding the process of getting listed with Scimago and/or other systems. Any stepwise plans would be very appreciated! How can editors with greater ambition for a small journal proceed to build impact and citations for their authors?
