The presentation in the attached link gives you the technique to solve for the rf power amplifier using ADS design tool: http://literature.cdn.keysight.com/litweb/pdf/5989-9594EN.pdf

After designing the amplifier you can measure its S-PARAMETERS which are the EM wave description of the amplifier.

I guess you are doing discrete PA, and not MMIC/RFIC. Do EM simulation for passive transmission line based components, model it and bring it to the schematic view. And then, you can use ADS templates for amplifier analysis. (EM simulations are done for transmission lines only)
