The horizontal components of GRF are actually the force of friction (more specifically, static friction). Based on physics, static friction exists as long as 1) the contact surface is not perfectly smooth, 2) there is a pressure force vertical to the contact surface, and 3) there is a tendency of horizontal movement between objects (e.g., foot and ground).
