What is the name and use of green ring unit on transformer power cables in VSD ?

I have a VSD which have this green ring on power cable connected to power transformer ,does anyone recognize this item ,it is not a toroid cause it have no cables attached , is it a protection for vsd PCB from fields from transformer or what ?
