I would appreciate it if you could provide the minimum cover to reinforcement depth for columns, beams and shear walls in Dubai referring to local building/structural codes.
Isnt there a building code to refer to? what do they follow there? In American codes it depends on the situation of the element. Like if it is a Foundation or a column, minimum there is 2.5 cm according to ACI, American Concrete Intitute norm. If you dont find any pertinent norm you can consult the ACI 318

As far as I know they use IBC and ACI codes there in general, but since in some cases they have their local codes (e.g. seismic and wind loads), that's why I'm asking if anybody's sure what codes they use for concrete cover depth, in Dubai.
In general cover depth is related with exposure condition and member type , I believe you can use BS or ACI codes to check your member details in Dubai. usually, according to ACI code, 40 mm used for concrete members that not contacted with soil otherwise 75 mm, where these measured from centre of main bars.
I'd go for a 1.5 inch cover. That should pretty much take care of most of the factors that concern you. All codes are to be used as a thumb rule and guiding principle. Look out for what NOT to do and then just play free within your allowable domain. Of course remain within the economic constraints. Good luck!
How sound is the concrete cover, is it of a high quality ?This is more important than the thickness of the cover. 20 mm of very dense concrete is better than 200 mm of porous concrete.
