We are about to start to develop the Human Resources Development strategy for an oil and gas company. Can someone share the methodology to do such works and experiences of the oil and gas company in this matter?

Personally, I prefer Ulrich's work. I make my living as an org change consultant & just finished a PhD. I found Ulrich's work to be practical and smart. Met him years ago ... he's approachable too.
Human resources department of the company usually has a plan to regularly update the knowledge of the work force at all levels. Executives generally undergo a systematic technical training in the specialized areas for which experts are hired besides input from in house senior management team. General management training schemes common to all disciplines are also organized. In oil and gas exploration and production industries in India ISM Dhanbad has played significant role for almost four decades.
Dr. Minh Nguyen Hong, the process for developing any strategy for any industry is essentially the same:
Planning the strategy making activity
Scanning the internal and external environment for relevant information
Sensemaking: analysis of the information and generation of ideas
Decision-making: evaluating the ideas and selecting one or more as strategies
The only difference for a HR strategy is to recognize that it is on the functional level, which means it should align with the organization's business level strategy, its corporate level strategy, and of course pursue the overarching mission of the organization.
