When you use a Plackett Burman design, or any other type of factorial based designs, you need to be able to meet the conditions of the treatment combinations. Suppose that you test height at 10cm and 20cm and volume of 50mL and 100ml. You will have treatment combinations of (10cm, 50mL), (10cm, 100mL), (20cm,50mL) and (20cm, 100mL). Is that possible with your equipment? I would think not.
What do you want to test? How do you want to test them? What constraints do you have in your design? What levels do you want to test?
