The usual way to calculate a single station flood frequency curve is to collect either an annual maximum (AMAX) or a peaks over threshold (POT) series and then fit an appropriate extreme value distribution to these such as Log Pearson type III or Generalised Pareto etc.

However, the AMAX or POT series must be derived from some underlying data series such as the mean daily flow, the maximum daily flow, the instantaneous peak flow per hour or per day etc etc.

What is the generally accepted best underlying series to use? Further, if the analyst does not have access to this, for example, if only mean daily flow is available, then is the flood frequency analysis still valid or comparable?
