11.9%. NREL keeps a great chart of the highest efficiencies for each type of solar cell technology which I've added as a link. Progress in photovoltaics also regularly publishes tables of record efficiencies and there is normally a reference relating to the record device. In order to get into these tables results need to be independently measured at a recognised centre and have minimum area of 1cm2. So higher efficiencies may have been obtained on smaller devices, or without independent certification.

In 2013, using perovskite brought a new breakthrough reaching 15 % efficiency (Upadhyaya et al. 2013)
Dye-sensitized solar cells (DSSCs) have attracted more attention as an efficient alternative to economical photovoltaic devices, and the highest efficiency record has increased from ∼7% to ∼14%.
