Definitely not in IC. Firstly because as you said it is impractical to have a liquid in an IC, and secondly because of the high leakage currents (the depletion layer that acts as the dielectric is a few nanometers thick and leaks a lot). This type of transistor will probably find application in cases where you immerse it in an electrolyte solution in order to detect something, for example if a certain analyte affects the double layer capacitance, you could quantify its concentration.
