How can you determine the rate controlling step base on mass tranfer coeefficent of elements in metal and slag?

I've already calculated the mass transfer coefficient of Cr,Ni,Si,Fe, and Mn in both slag and metal. How can you determined if it is metal phase controlled or slag phase controlled.?
