what is the desired on the insulation system is to select an insulation material with high dielectric strength and high dielectric constant or a material with high dielectric strength but with a low dielectric constant?

I am a part of a team now designing an axial flux PMSM. the problem with me now is selecting a material with high dielectric constant decreases the stress on the insulation, however, if the insulation contains any air voids it will subject to high electric field stress.

we cannot grantee 100% that the insulation will not have air voids.

so, in general, is it the best way to choose a material with high dielectric strength but with low dielectric constant?
