If a water sample which has high fluoride concentration is stored for a long time and bacterial growth takes place, then is there any possibility that the fluoride ion concentration changes if the same is determined by the old SPADNS method?

There is no such records. Moreover, there is perhaps no such likeliness also that Fluoride concentration will change due to any Bacteriological growth.
On the other hand, Testing and Analysis of Fluoride should be done using Ionmeter, rather that SPANDS Method to get more precise results.

Fluoride must be analysed just after water sample collection.Potable ion meters are widely available in market. Procesure is digital which is simple also. However bacterial growth( biological problem) and fluoride( chemical problem ) both are quite different. Bacterial growth is related with time period which can spoil the water sample and make errorsome analysis of fluoride.
