My question is about measurement of x ray tube leakage of a given CT scanner. I'm using a radiometer which display results as dose rate expressed in MicroSievert/hour or CPM to measure x ray tube leakage of CT Scanner. I would like to know the method followed to measure x ray leakage and also what's the dose rate value in which the CT scanner is not safe.

a value of 1mGy/h at 1m distance from focus is commonly accepted as x-ray tube leakage limit.
Please have a look at international standard norm IEC 601-1-3. I will send you that norm via RG messenger.
Just an additional remark on x-ray safety:
the above mentioned value of 1mG/h at 1m distance is a value which refers to the allowed x-ray tube leakage. It does not imply that with this value this tube is safe with repect to exposure rate of employers dealing with that x-ray system.
Here other values of radiation dose are valid according to your local x-ray safety regulations issued by your governent or other appropriate authorities. In general additonal shielding is required to bring down the tube leakage contribution and all other contributions of the total exposure rate coming out of the whole x-ray system.
1 mGy/h at a distance of less than 1 m is accepted leakage value.

it is the distance to the focus in all directions.
(measured at closed x-ray window, e.g. provided with beamstop).
