What is the different between Second order factorial SEM and item parcelling in first order factorial SEM?

It maybe dumb question coming from my misunderstanding

In the given diagram, Model 1 represents a first-order factorial model and Model 3 represents a second-order factorial model in structural equation modeling (SEM). If I decide to use item parcelling to create the constructs POE and COI, how would this approach differ from using a second-order factorial model?
