I wonder to know the exact difference between conferences, symposium and workshops? If workshop or symposium organizers promised publishing articles then it considered like publishing in a conference ? Is workshop want to submit abstract and an article or just you present your idea ?

Workshop and symposium have almost similar meanings, but I think workshop can be a meeting in a conference, but no conference

Well, personally I would say if it is too many people I would call it a conference, if the group is smaller I would call it a workshop. It is difficult to call an event with 15 people a conference, or something with 100 attendees a workshop. But there is a huge grey zone, events which you could call a conference or a workshop. Furthermore a conference is usually more formal and it should be more elaborated work. But as Peter mentioned, there is no clear cut line.
i think conference is more formal in a way its objectives and agendas are clearly stipulated beforehand. Moreover, the output and findings of the conference are deemed an important and refined document and ready to implemen. whilst in workshop the course of discussion may change with the proceedings , the objectives of workshop could be awareness raising on a particulart theme or training of participants.
According to me:
In a workshop discussion or presentation of new ideas/concepts/subjects occurs where participants are made aware of additions/modifications in the particular subjects. There are discussions and deliberation where the participants take an active part. which can lead to decision making. The group can be a smaller one.
In Symposium the expert in the subject or field speak before the audience. Participants listen to the learned speakers. Here the discussion may not occur. Few questions can come from the audience and group usually a larger one.
Conference is big activity, a large number of people talk about their work may be from different fields. A workshop is a small activity and mostly include labs and activities.
