I am not an expert in these two tests, but I have some familiarity. TOEFL focuses on American English and IETLS is British English. There are sometimes grammar and spelling differences, but the biggest difference may be how the American versus British accents affect listening comprehension.

IELTS is paper-based, and you speak to a human during speaking exam.

TOEFL is computer-based, you speak to a microphone during speaking session.

And also, as mentioned above, different accents in the recordings in listening session.

The true story is this:

In British –system countries (e.g. Malaysia, Australia, New Zeland, etc.), the universities try to up-vote IELTS. For instance, in Malaysia, all universities request you a TOEFL score 80 or its IELTS equal 6. But in American-system countries (E.g. Singapore or U.S.A), universities up-vote TOEFL exam. For instance, most universities ask you a TOEFL score 80 or IELTS band score 6.5, as admission requirement.

As far as I know, IELTS is English and TOFEL is America, so English schools (including school in commonwealth) prefer IELTS and American (North American) schools like TOFEL. 

Basically both are English language proficiency test for admissions in USA and Europe universities. USA universities prefer TOEFL and UK universities prefer IELTS...However, now a days, either one is accepted interchangeably in any university worldwide.

I have seen TOEFL but i have not seen IELTS tests. I would be interested to have a look and see what the differences are. I do not think TOEFL is terribly hard. I think it is a reasonable test and much easier than the GRE tests i had taken in the past

If I'm not mistaken, in my institution, at least until recently, the IELTS (International Inglés Language Testing System) is followed, because it is understood that is specifically designed to assess the true level of English, analyzing reading comprehension, writing , speaking and listening. Both TOEFL & IELTS are assessing English proficiency of the international students for their entrance in either undergrad or postgrad level.

TOEFL is set by the USA education authorities and the IELTS by the UK

TOEFL has a full set of assessing criterion as below

Reading Section (Score of: 0–30)

Listening Section (Score of: 0–30)

Speaking Section (Score of: 0–30)

Writing Section (Score of: 0–30)

Total Score (0–120)

In IELTS it is the same sections as above but the marking scheme is from 0-9 for each section, (9 means 100%)

Some British universities require an overall score of 6.5 that means the average, e.g. you may get 7.5, 7, 6.5 6.5 (for section) = average 6.5 unless specified for some particular sections i.e. Writing or Listening

But some institutions may require a different scoreline e.g.7, in that case you may need to score at least 7.5 in one of the sections if you fall short in another section.

UK, Australia, NZ and Canada accepts IELTS

US,Canada also accepts TOEFL.

For an example if you want to do a PhD in the UK/Australia you can do your IELTS test in your home country without going away and produce the certificate by the centre you have done along with the marking sheet. 

In IELTS you follow the Cambridge University English setting hence is the British English and TOEFL is the American English where you see some difference in both accent as well as spelling of the English words in writing.

My advise to you if you are concerned about IELTS, Listening and Writing may be the areas that you shall focus little bit more thoroughly. It may be helpful associating BBC news site and reading British newspapers. Unfortunately I have no experience in America so can't give you more details on that side.

TOEFL consists of 4 sections. Reading, Listening, Speaking and Writing. The test is graded on a scale of 30 per section. It may take about a week to get the test grades as they are hand graded. The minimum TOEFL score varies by University and programs. You are required to pass the minimum TOEFL scores in most schools, although you can inquire to the grad school advisor regarding waiving off the TOEFL score. The scores of IELTS & TOEFL on language competency is classified somewhat like this.

Expert User - (TOEFL : 118 - 120. IELTS : 9)

Very Good User - (TOEFL: 110 -117, IELTS: 8.5)

Good User - (TOEFL: 94-109, IELTS: 7 - 7.5)

Competent User - (TOEFL: 60 - 93, IELTS: 6-6.5)

Modest User - (TOEFL: 35 - 59, IELTS: 5-5.5

Limited User - (TOEFL: 32-34, IELTS: 4.5)

Extremely Limited User - (TOEFL: 0-31, IELTS; 0-4)

I also want to mention in the IELTS examination system you have two categories - Academic and General. 

Academic is a requirement for the higher education or professional association i.e. high skilled jobs, higher degrees etc.

General is something less of a formal requirement for some components associated with English language.

Both IELTS and TOEFL, test the four main language skills: reading, writing, listening and speaking. There is not much difference in price either, costing between $150 and $250. May be the biggest difference lies here that in the IELTS test candidate will talk to a real person whereas, in the TOEFL test s/he will speak to a computer.

I do understand your concern in the anomaly in selection process. I also feel there should be an acceptable manner for either tests than a big difference. 

Even in the selection of some of the universities is not straightforward either as it may vary from 6.5, 7 or even 7.5 for certain courses. Some universities set high requirements to curb or intake of their number of international students. This is in a way unfair considering the international students have to pay very high course fee to begin with.

In my honest opinion if you or anyone who is applying to a European or an American university enquire the university on IELTS or the TOEFL mark specifically so that you can prepare your task.

I also think that for anyone who is interested in mastering the IELTS or TOEFL especially in the writing criterion - it is an art. I have come across some of the students who actually get to the point of achieving 6 or 6.5 but may struggle to get to 7. Sometimes missing that 0.5 mark could be the selection or not for the course you are looking forward to. So, mastering writing is an art. How would you do is a question that each and everyone thinks. To me it is mostly reading current newspapers with widely spoken topics such as - scientific develoment, nanotechnology, psychology and global warming etc. 

If we can get a good understanding of such criteria there is a good chance of reproducing them in the writing exam.

I hope this would be another aspect that all interested parties can take a note of.

Thanks yet again on enquiring the topic of 'experience' on your interesting question.

In fact there is not a straightforward answer on how these exams are purely assessed on and why they 'down' mark the candidates for the all important threshold from 6.5 to 7 or 7 to 7.5. But it is clear the marking can vary on the way the candidate answers the question to a certain limit.

Usually my observation in certain circumstances, the candidates tend to be highly 'critical' in their approach or be extremely 'loyal'. These two extreme cases can be the decisive fact on obtaining that all important 0.5 to cross the border. In the writing one has to be balanced while criticising construtively and ending  with an optimistic note.

As you mentioned different universities ask different types of language proficiency, it is completely deponent on which university did you consider.In my experience, I have not seen any university  reject TOFEL or IELTS and usually they accept both, however as you mentioned they may have different required scores.

Generally in USA TOFEL is better known and in UK and Australia IELTS is more recognized.

what I suggest is consider the destination university requirement and decide which test is better to get.

I actually tutored in TOEFL and IELTS for a year in Indonesia 2014. TOEFL was more towards my expertise although what we tutored in the company was strategies and practices tests rather than teaching them what they should already know. Any further tutoring aside from the program was a separate class they could choose to take. From what I understand, IELTS is MUCH easier than TOEFL.

TOEFL (mostly in the USA) is American English based but the questions are also very different. TOEFL does not test accent but understand-ability. IELTS is similar in accent testing but much more focused on grammar and writing rules. TOEFL is a four hour test that focuses mainly on the ability to answer questions fully and confidently. They understand that there will be grammatical issues but depending on the level will give you either a higher or a lower score. There is a reading section, writing section, speaking section, and listening section. Writing and speaking are the only sections not multiple choice. They require verbal and written responses to questions. Listening requires a comprehension of what was discussed in the way the person speaks, what they may imply, what they mean, and what they said. Reading is also comprehensive but there is a lot of it and the questions require you to understand what you read. Of course everything is timed. TOEFL has a couple of grading systems. TOEFL is averaged (graded 1-4 in speaking and writing by more than one judge) and then put on a scale. Each TOEFL book is different in how they choose to scale. 100% is 120 if I remember correctly but depending on the institution you are needing the score for will take something as low as 60, 70, 80, or 90. If Someone has a 100 it is actually pretty good.

Keep in mind that most people who speak English fluently actually struggle with the test, mostly in speaking. Speaking is very difficult because it is spontaneous and you have little to no time to think about what you are going to say. For someone who only speaks one language (I am attempting to learn more), I cannot imagine what its like for a secondary language.

Another thing to note, as with most English testing audio, is that the speakers enunciate and speak clearly so that they can be better understood. They do not require you to talk fast, only to communicate clearly and for the exact amount of time allotted. This means that if the person visits the country, they may hear very different words even if what they learned is proper English. Those who are native speakers often don't separate the differences because of their familiarity. The difference between English as a native speaking and something like Spanish, there is a general language but the dialects may throw another Spanish speaking person off where as in the English language, "dialects" don't.

Both IELTS and TOEFL are similar as far as the context of both the test is concerned (I appeared for IELTS in November, 2013 and scored an overall 8 out of possible 9). Its true that the scale of both the tests is different, however, to my knowledge both tests are acceptable for admissions to Universities. Probably the biggest difference between the two tests.is in the SPEAKING SECTION (in IELTS test you will talk to a real person who records your answer on a recording device while in the TOEFL test you directly speak to a computer)

TOEFL has a sequence of questions that are presented across varied difficulty levels. But IELTS is a test that gets harder as you reach the final part. In TOEFL, university campus life related conversations and lectures are presented to find out the candidate's listening skills. However, in IELTS, there are 4 sections on listening skills, and academic lectures are directly put forward in the fourth and final section. In TOEFL, you have to give computer typed answers in the writing section. But in IELTS, your writing skills are evaluated on the basis of a handwritten test. I once took the IELTS test and I got an averaged score of 7.0, with which I was meant to pursue my PhD in Australia or European countries. As you know, there are four parts(Writing, Listening, Speaking, Reading). Before the test,I thought  the most difficult part may be the Speaking part, while after the test, I changed my thought, the Writing and Listening were much more difficult. At least, I was not fully ready for these two parts. My point is that, if one wants to take the IELTS test, he/she might need to treat these four parts equally, but also it depends on different people.

I shall share my views, as I have taken TOEFL, IELTS (General & Academic) and scored much to my delight.

Good to hear recorded conversations, news clips, documentaries etc., You may visit  British Council Libraries and get used to the Video / Audio materials etc.,

The preparation requires, a minimum of 15-20 days for English medium educated students (meaning, all the subjects at school level had been taught in English language).

Practice is that which makes one perfect in these, so the last few days before exam needs to be focused, attempting a lot of mock tests.
