my section is concrete filled steel pile with longitudinal tension reinforcement. I am trying to perform pushover analysis and i need to define plastic hinge for the top pile.

first of all, you should be more accuracy about your statement, so your defined section is complex of steel and concrete or reinforcement concrete; means concrete with rebars ?..
because the answer depends upon the type of section
can you be more clear in your question? it nearly makes no sense...
This looks like a pile - I am not sure what you are investigating....if you are making a hinge you need to make is weak, so it has axial capacity, torsion capacity and shear capacity but no capacity in rotating about the other two axis. Maybe you need to consider what you are investigating.
-if you are investigating behavior you won't get anything useful from this analysis
-if you are investigating strength
I'm not sure the intent of your question either. The effect of selecting materials is to give them stiffness by selecting moduli ( (E, G) and the effect of selecting dimensions is to give them stiffness by selecting areas and moments of inertia primarily....
