What do we mean by contextualizing a theory and is there any difference between "context" and "environment"?

Some background:

I am working on a contextualization of Representation Theory to chaotic environments, and one approach could be to follow Hong et al. (2014). However, reading Hong et al.'s paper, I feel that they may be using the term "context" differently than Burton-Jones et al. (2017), p.16. My understanding, is that Burton-Jones et al. probably think about context as "environmental factors" (e.g., high/low time constraints, clear/unclear cause-effect relationships) that are problem-agnostic. As a result, different contexts (i.e., retail, public administration) may live in different environments (simple, complicated, complex, chaotic), and contextualizing a theory is not the same as assessing the theory in different environments.
