What are the differences in their objectives, time frame and structure (if any)? Is it necessary to make a management plan for single species, different gears, or for the whole fishery?

What are the different fisheries plans for the country? Always there is a fisheries act (legislation). Can we say that the fisheries act is the fisheries policy of the country and the fisheries strategy is the explanation or the translation of the fisheries act and the FMP is the instrument to achieve the fisheries strategy.
