Also, does it mean that the molecule can exist in the planar or twisted conformation in the ground state as well. I appreciate if you could clarify as possible as you can because i am totally confused.

Example: Look into the figure, where HOMO and LUMO wavefunctions are localized in a similar fashion, so a transition from HOMO to LUMO corresponds to Local excitation.

Now consider HOMO and LUMO+1, both these wavefunctions spatial distribution is different. Hence the transition from HOMO to LUMO+1 corresponds to charge transfer.
