What is the difference b/w ASTM D3172 and ASTM-D 271/14 methods for Proximate analysis coal? Which method is more accurate?

We have sent some probes of metallurgical coke to 2 different laboratories and compairing both results, we have seen that results in Fix Carbon are different. Always the lab which uses ASTM D3172 gets higher values . We think that is something related to the methods, do you have any experience about this?
