Weigh a few mgs and suspend in about 10 mL of growth medium>Use a haemocytometer to assess cell/mL. WE have used an ultrasonic cleaning bath to get rid of clumps. Such a piece of relatively cheap hardware should be available in any lab dealing with microalgal counting.
Weigh an empty eppendorf, fill it with powder up to the 1 mL graduation and weigh it again. The mass of powder that you'll find (expressed in grams) will correspond to the density you're looking for.

It depends on how many grams you add to however much water or media you choose. If you add 1 gram of powder to 1 liter of water the density would be 1g/L .
