As the SC-PCF has a solid core and holey cladding, it is difficult to estimate the refractive index (RI) of cladding. I feel that the air filling fraction (AFF) of cladding structure can be used to estimate the RI of cladding.
RI of cladding = (RI of background material) * (1-AFF) +(RI of air holes) *(AFF)
Is this formula correct to estimate the RI of cladding?

In fact, I am working with the commercially available mode solving software. I want to verify the result given by mode solving software is a fundamental mode or not using the value of its effective RI. Moreover, the effective RI is usually considered as the RI of core.
I have derived an inequality expression for RI of core using the value of frequency parameter (which less than 2.405) in terms of RI of cladding. Therefore, it can be obtained the possible range of RI of core if RI of cladding is known.
For that purpose, I need to estimate RI of cladding.
