I have a system where the input was a constant value, I plotted the output in function of time.
Later I used FFT to get amplitude per frequency.
The total sampling time was 1.3 second.
I know that for the power spectrum plot it give the frequency range where the strong variation occur.
but how to interpret it in my case since when you look at the frequency it is clearly a very slow one (10^-5)

The main purpose is to know the frequency fundamental components of the input signal.
In the real life, the input signal is contaminated for several sources of noise, interference, harmonics, etc. to a different frequencies.
So, is necessary to apply filters to recover approximately the input signal based in these frequency fundamentals.

Your plot means that the output signal has a main component in the frequency of 5 Hz. but also there are others components (noise).
If you input signal is a constant (0 Hz.), the plot could be your input signal delayed.
Depend of the transformation of your System Linear Invariant Time (SLIT).
